According to CSLB, these false contractors accepted bids ranging from “$1,400 to $25,000” for jobs including “interior painting, bathroom remodeling, driveway replacement, and artificial turf installation.” During the investigation, CSLB said six of the 14 individuals also demanded “excessive” down payments before beginning their work. Under state law, contractors cannot charge more than 10% of the project’s entire bid, which the false contractors did not abide by. Twelve of the 14 individuals are facing additional charges for advertising construction services “without having the necessary license,” CSLB said. According to state law, individuals are required to mention that they do not have a license and cannot accept construction bids higher than $500 without a license, which the false contractors did not do. CSLB said that engaging in contracting work without a license is a misdemeanor offense that can result in fines of up to $15,000 and jail time. One of the 14 false contractors cited failed to appear in court for prior grand theft convictions, including illegal contracting. It’s up to now selling more than 10 projects a month with an average project price of around $30,000, according to Dickey.  How it works Made Renovation essentially handles a bathroom remodel project on behalf of a homeowner from start to finish. Eventually, the startup will expand to other markets with a supply-demand imbalance, but for now it’s only focused on the Bay Area. “Not only do we handle everything for customers from design and architecture to procuring materials and pulling permits, we also match them with a contractor and then oversee the project to make sure it goes smoothly,” Dickey said in a phone interview. Made Renovation also claims to perform a bathroom remodel more affordably than if a homeowner worked directly with a general contractor. Many contractors might be reluctant to take on a smaller project due to the lower profit margin. Dickey himself said he called 30 to 40 contractors when working on a small bathroom remodel. But it was tough to find anyone considering that a higher cost of living has pushed out many contractors. “People wouldn’t return my calls, or said they only would take projects with a $100,000 to $200,000 minimum,” he said. “We’ve also had customers who were quoted $75,000 for a 40-square-foot bathroom, which amounts to nearly $2,000 a square foot. So when an art collector living in Singapore set foot in a 1936 Gutterson house overlooking the San Francisco Bay with his new wife, the seaside abode’s mahogany ceiling beams, French Tudor–style detailing, and California-modern materiality completely captured their hearts. The couple purchased the house as a summer getaway for their family of five in 2018. Laure JolietWhile the house’s charm had withstood the test of time, some significant reconfigurations were required to bring it up to snuff in the 21st century. The dining room was raised on a platform, which necessitated people bending down to see the view below. The San Jose and San Francisco metro areas were tops in the nation last year for the amount spent on renovations, with San Jose and San Francisco spending a median of $25,000, according to a survey of 140,000 Houzz users released this month by the home remodel website. In its report, Palo Alto-based Houzz includes the full range of home renovations, from small DIY-projects to full house remodels, as long as they don’t add any square footage. Last year’s median in San Jose and San Francisco is slightly less than the $30,000 median spent in San Jose in 2017, but it’s still higher than the national median of $15,000. The two metro areas have come in first and second in the nation since 2015, the first year Houzz tracked the data. At the higher end of the spectrum, the top 10 percent of spenders nationally forked over a median of $80,000 in 2018, according to the Houzz report. The National Association of the Remodeling Industry estimates the median cost of remodeling at $25,000 for a bathroom to $200,000 for a whole house renovation, according to a 2018 survey that includes additions to houses. “Pent up demand continues to be the biggest trigger for renovations today,”  says Nino Sitchinava, Houzz principal economist. “Homeowners in the Bay Area wait a long time to find the right house. When they finally have it, they want to make it their dream home. They want a certain quality of life. Silicon Valley is the engine of the U.S. economy. But a $50,000 renovation gradually and painfully turned into a life-altering obsession for the 57-year-old, Indian-born entrepreneur. His project — a routine home remodel in a wealthy Silicon Valley community — opened a bitter neighborhood dispute tinged with allegations of racism, video surveillance and years of recriminations and legal fees. The renovations have remained unfinished and in limbo for nearly eight years. Disputes with a neighbor and building inspectors stalled the project and spilled into criminal and civil state courts. Now Ramachandran has filed a federal civil rights suit claiming widespread racial discrimination by city of Los Altos employees. The suit claims 14 Asian and Indian homeowners in Los Altos were denied approvals for home improvements and expansions, while at least one White family was granted permission for a similar project. “I don’t say these things lightly,” Ramachandran said. “There’s a very, very entrenched sense of entitlement going on.” The suit filed in U.S. District Court in San Jose charges a city employee told Ramachandran, a Los Altos homeowner for 20 years, to “Go back to India” during a 2013 home inspection. Ramachandran filed complaints and public records requests to see if his experience was isolated. According to the suit, it was not. In a separate incident, a city building official refused to inspect a kitchen remodel in the home of another Indian-born homeowner because he disliked the family’s landscaping, according to the suit, saying, “This might work in India, not here.” The city in a statement denied the allegations against Los Altos employees. The suit says Ramachandran’s experience highlights the challenges Asian, Indian and other minority professionals have moving into the affluent, majority White enclave in Silicon Valley. It also shows the difficulties of building and renovating in the Bay Area’s most exclusive cities. Los Altos, with a median home price of $3.4 million, has been targeted by the state for failing to meet home-building goals for all but luxury houses, and for enacting restrictions on building accessory dwelling units, or ADUs. Dylan Casey, executive director of the nonprofit California Renters Legal Advocacy & Education Fund which has sued Los Altos, said resistance to development is common in Bay Area communities. Instead, he sent one of his officers to San Bernardino County with a tool belt instead of a holster to remodel his home, according to the Kern County District Attorney and a civil lawsuit, and then doctored city payroll records to use public money to pay for the work. Scot Kimble  On Friday, the veteran lawman pleaded no contest to a misdemeanor charge connected to the allegations, first exposed last fall in “California’s Criminal Cops,” an investigative series from a coalition of news organizations coordinated by the Bay Area News Group. The report found more than 80 officers with criminal convictions, including everything from DUI to fraud to manslaughter, still working in law enforcement in California, which is one of only five states that does nothing to revoke the badges of problem cops — even when they break the law. But Kimble won’t be keeping his job as the city of Arvin’s Police Chief. As part of the plea deal, he agreed to resign effective March 13 and will be sentenced to three years probation. ”Today’s conviction makes clear that Kimble’s actions in this case make him unfit for duty as a chief of police in our community,” Kern County District Attorney Cynthia Zimmer said in a news release after a short hearing in which Kimble’s lawyer said he had agreed to resign as part of a plea deal. Kimble, 55, wasn’t at Friday’s hearing and didn’t return a phone call, and his attorney, H.A. Sala, left the courtroom without a comment. The charge against Kimble comes less than a year after he was sworn in as police chief in Arvin, just southeast of Bakersfield. But the allegations date back to his time leading the troubled police department in nearby McFarland, where the news coalition’s investigation found one out of every five officers had been previously convicted of a crime, fired or sued for misconduct. The story illustrated how officers with dubious backgrounds can continue to hop from job to job in California. But in the Bay Area, it’s a different story. While U.S. apartment building is at a 50-year high, San Francisco is expected to see a 58% drop in the number of apartments completed this year, according to data from rental listing site RentCafe. In San Jose, meanwhile, only half as many apartment units are set to come online as in 2021. And in Oakland, apartment construction is forecast to fall 80%. The declines are being driven in part by nationwide challenges such as labor shortages, rising material prices and supply chain issues that other regions have been able to overcome so far this year. But what’s making the situation worse in the Bay Area, housing experts and advocates say, are longstanding development roadblocks, including limited available land zoned for multifamily homes, burdensome environmental reviews, and drawn-out permitting and approval processes – which neighbors often exploit to pressure officials to delay or block new apartment buildings. That’s all working to inflate the region’s already astronomical building costs, in turn discouraging construction despite the expensive rents developers can charge for new apartments in the Bay Area. “When you add all of those factors together, it has really seized up the pipeline,” said Michael Lane, state policy director with Bay Area think tank SPUR. “The economics simply don’t work.” Last year, the Bay Area saw apartment construction bounce back from COVID-19 shutdowns in 2020, led by a surge in new developments in Oakland and downtown San Jose. "He is receiving medical treatment having been found with injuries," the Hertfordshire Constabulary said in a statement. "No shots were fired by police." Detective Inspector Justine Jenkins from the Bedfordshire, Cambridgeshire and Hertfordshire Major Crime Unit added, “Following extensive enquiries, the suspect has been located and nobody else is being sought in connection with the investigation at this time." The statement also said that police "believe the suspect was known to the victims." Opp formed a separate company with his wife as the nominal president to submit bogus bids. According to court records, Yong was in charge of contracts to improve and repair Caltrans maintenance facilities and bridge toll buildings in the Bay Area. Situated on a coveted stretch overlooking San Francisco’s Presidio with unobstructed views of the Golden Gate Bridge, the three-story, Tudor-style home, built in 1927, had just enough appeal to make the buyers—a young couple with a growing family—forgive its shortcomings. Walker is a senior paleontologist/geologist for Applied Technology & Science, a San Francisco engineering and environmental-consulting firm. His job is to monitor construction sites for fossils and, when they’re discovered, quickly get them out of the dirt and into safe storage. Walker has worked on some of the largest government and private projects in the Bay Area, from the $2.2 billion Transbay Transit Center in San Francisco to the $810 million Calaveras dam seismic retrofit and Samsung’s $300 million corporate headquarters in San Jose. He monitors many Caltrans projects and has helped shepherd fossils from those digs to public exhibits at the Children’s Natural History Museum in Fremont.
